Chow Jieen & Ors v Chairman of United Chinese School Committees' Association of Malaysia & Anor

This appeal concerned the legality of the Unified Examination Certificate (UEC) conducted by Dong Zong (United Chinese School Committees' Association of Malaysia) for students of Chong Hwa Kuantan Secondary School. The appellants, students from other Chinese private secondary schools, challenged the legality of the UEC examination for Chong Hwa Kuantan students under Section 69(1) of the Education Act 1996. The Court of Appeal dismissed the appeal, finding that Dong Zong was authorized to conduct the examination under Section 69(4) of the Act and that the appellants lacked standing to challenge the examination.
